The Customer

Frankston City Council, located on the eastern shores of Port Phillip Bay in Victoria, Australia, is strategically placed as the regional centre for the Mornington Peninsula and the south-east growth corridor of Melbourne. Frankston is recognised for its parks, natural reserves, vibrant lifestyle, diverse community and growing business and arts sectors.

This Local Government organisation hires workers from a range of industries including health and community services, manufacturing, retail trade, education and training. It has approximately 900 employees and operates across approximately 20 locations within the municipality.

The Challenge

Prior to working with Comensura, Frankston City Council managed recruitment agencies through a Preferred Supplier Agreement with each department sourcing and engaging their own contingent workers. This decentralised approach meant reporting was resource intensive which led to challenges getting complete visibility of spend, controlling costs and effectively managing supplier performance.

The Solution

Comensura became Frankston City Council’s Managed Service Provider (MSP) of non-permanent labour via a prescribed framework contract. Comensura’s Adaptive managed service solution and proprietary technology, c.net, gave Frankston City Council the flexibility needed to meet specific departmental requirements, including retaining relationships with their existing agency suppliers, while ensuring compliance with pay rates, awards, qualifications and licences.

The Benefits

Comensura’s Adaptive solution gave Frankston City Council the flexibility for each department to manage requirements in ways that suit them, while providing central visibility of all agency workers to accurately track spend, the number of workers and manage IT systems and security access. Streamlined processes have improved compliance with the Council’s procurement policies and ensure agency workers have the correct qualifications and licences prior to commencing work. The solution also delivered efficiencies with weekly consolidated invoices.
